Abstract
The paper considers the implementation of the budget of Primorsky Krai in 2012 on revenues and expenditures in terms of preparation and holding in Vladivostok summit of the Asia -Pacific Economic Cooperation . Shows the change in the structure of revenues and expenditures of the regional budget under the influence of external factors. Noted the importance of moving to a predominantly innovative development of the economy as a whole and all its sectors and areas , to make the business sector in the main generator of innovation.
