Abstract
In this article was performed a thorough analysis of functions of special economic zones (SEZ) based on a synthesis of foreign and Russian experience. The positive and negative impact of SEZ on the socio-economic processes was assessed. Need of strategic management is proved by process of creation and management of special economic zones.
