Abstract
Sustained economic growth requires a number of conceptual problems to be resolved that can be done only through dealing with risks.
The problem can be traced over the origins of the risks in the three major retrospectives: at the global, Russian and local levels.
At the global level, the processes of globalization and universal information merged with the former static business environment in Russia; it put domestic enterprises toward the face of global competition and the global availability of information.
At the Russian National level the legal and regulatory barriers and limitations of key competencies of top managers led to the formation of static elements of the business environment in the actual context of the dynamics. This led to a reduction in the rate of development and disabilities.
At the local level, the issue arises from the concepts of atomicity and independence of the enterprises in the non-atomic business environment. The result was the formation of enterprise-centric analysis as well as the distortions and limitations of the data.
Thus, it is increasingly urgent to improve the economic mechanisms of risk management from the perspective of a systematic and comprehensive analysis, which could increase the degree of autonomy and independence of domestic enterprises from the crisis dynamic trends of the business environment.
