Abstract
To implement an effective modernization we must first define the key concepts of its nature and the desired results. The strategy of modernization of the production of building materials today requires new approaches and criteria to determine its effectiveness and success. In order to achieve the full economic impact of the strategy must be implemented to as the main criteria for its evaluation were: "competitiveness", "vitality" and "economic efficiency".
