Abstract
In Russia there is a steady increase in the number of vehicles, hence the intensity of use of the road network increased from year to year. Therefore, the main task is to create an effective system of investment in the road sector. Insufficient development of the domestic legal framework is one of the problems which impede the attraction of investors and private capital to the development of the construction of toll roads, as well as the content of Russian roads. Meanwhile, there is a tendency for the phase transition of the financing of roads in the sphere of market relations in the leading countries of the world.
