Abstract
Cossacks is a fairly conservative part of modern society, the guardian of the traditions of the cultural heritage of the past. In the course of the history of the genesis carried Cossack community. Article reveals elements of the transition from the closed to the Cossacks forms of the welfare state. Determines the ratio to state and freestyle development concepts Cossacks.
