Abstract
This article is devoted research of questions of introduction of pilot projects in relation to the receipt of administrative services through mail. The analysis of essence of concepts «favour», «administrative favour», is conducted, specific lines of postal favour as commodity; finding out of role of UGPPS «Ukrposhta» is in relation to a grant on all territory of country of universal services of postal connection of certain level of quality after socially accessible tariffs; consideration of basic problems of receipt of administrative services is from point of users. This problematika has many-sided character.
