Abstract
In article carries the general review of legislative acts in the sphere of control of the higher educational institutions activity towards the end of 1970th – at the beginning of 1990th. Based on the analysis of the legislation, the author allocates the priority problems, which existed in sphere of the higher vocational education and directions of decision these problems.
